KYIV Sept 21 (Reuters) – President Vladimir Putin ordered the mobilization of hundreds of thousands of Russians to fight in Ukraine on Wednesday while moving to annex Ukrainian territory and making what Washington denounced as an overt threat to use nuclear weapons.
